The Massachusetts Emergency Management Agency (MEMA) is seeking a qualified vendor to complete the five-year updates to the Massachusetts Climate Change Assessment and the State Hazard Mitigation and Climate Adaptation Plan (ResilientMass Plan). The selected vendor will work under the direction of a Project Management Team (PMT) to develop the 2027 Climate Assessment and the 2028 ResilientMass Plan. The vendor will first update the Climate Assessment using the Climate Science Report and then develop the 2028 ResilientMass Plan update, including a statewide risk assessment, state capability and adaptive capacity analysis, and state agency vulnerability assessments. The vendor must propose a detailed two-year work plan, with task and subtask breakdowns, timelines, and budgets organized by fiscal year.
Key aspects of the job include:
• Climate Science Integration: Apply the findings and recommended datasets from the 2026 Climate Science Report as the scientific basis for updating the Massachusetts Climate Assessment.
• Scenario-Based Climate Assessment: Develop the 2027 Climate Assessment using multiple emissions scenarios from the Climate Science Report to evaluate risks across a range of plausible climate futures.
• Local Plan Review and Data Integration: Conduct a comprehensive review of local hazard mitigation and climate resilience plans and compile a statewide database that includes local risk and vulnerability data, analyses, capabilities, and actions.
• Metrics and Indicator Prioritization: Confirm a set of prioritized ResilientMass indicators and metrics that reflect the most significant statewide and regional impacts.
• ResilientMass Plan Development: Develop the 2028 ResilientMass Plan to directly address identified risks, vulnerabilities, and high-priority impacts.
