Description

California’s Governor’s Office of Emergency Services is seeking a single‑prime contractor (or consortium) to supply, install, integrate, operate, and maintain 9‑1‑1 Call Processing Equipment (CPE) for public safety answering points statewide. The solicitation allows either a cloud‑native, FedRAMP‑High solution or an on‑premise deployment, both required to be NENA i3‑compliant and to meet stringent redundancy, security, and performance standards. Bidders must provide detailed cost breakdowns via the Exhibit C cost workbook, submit an eVAQ‑approved proposal, and demonstrate a productive‑use history with at least two paid customers. The contract will be fixed‑price with a four‑year base term and two optional three‑year extensions, plus a minimum five‑year maintenance obligation. • Provide hardware, software, networking, and integration services for up to 20 operator positions per PSAP (with additional‑position pricing). • Deliver optional AI‑based transcription, translation, and non‑emergency answering services, GIS mapping, ACD, and other peripheral applications. • Support 24 × 7 × 365 help‑desk, SLA reporting, training, and documentation, with required lab testing and FedRAMP‑High certification for cloud solutions.

Budget estimate

$80,000,000 – $150,000,000

No contract value is disclosed, but statewide 9‑1‑1 modernization projects typically run in the low‑to‑mid‑hundreds of millions of dollars. Considering the scope (hardware, software, implementation, multi‑year support for over 300 PSAPs), a reasonable ballpark for the total award could range from $80 million to $150 million. The lower end assumes a lean cloud‑only solution; the higher end accounts for extensive on‑premise deployments, optional AI services, and long‑term maintenance.
