Budget estimate

$500,000 – $1,500,000

This is a city‑wide benefits consulting engagement covering a large municipal workforce and a broad array of services (plan analysis, budgeting, vendor negotiation, actuarial support, wellness program oversight, and optional audits). Comparable public‑sector benefits consulting contracts for cities of similar size typically range from $500 K to $1.5 M annually, depending on contract length (often 1–3 years) and optional services selected. Assuming a three‑year term with a moderate mix of mandatory and optional services, the total contract value could be roughly $1.2 M to $3.5 M, yielding an annual consultant revenue of $400 K–$1.2 M. Therefore a reasonable estimate for the client’s potential earnings is between $500,000 and $1,500,000 for the full contract.
