Project Labor Agreement Survey - Construction Of The Ground Based Strategic Deterrent (GBSD) Sentinel Consolidated Vehicle Maintenance Complex (CVMC), Minot AFB, ND

The U.S. Army Corps of Engineers Omaha District is soliciting comments from the construction community regarding the potential use of Project Labor Agreements (PLA) for a large-scale construction project, the Construction Of The Ground Based Strategic Deterrent (GBSD) Sentinel Consolidated Vehicle Maintenance Complex (CVMC), Minot AFB, ND. The project involves the construction of two buildings, a Vehicle Maintenance Facility and a Vehicle Operations Facility, with a total approximate square footage of 116,000 SF. The project will include electrical, water, sewer, HVAC, site work, and other utility expansions. The contractor will be required to provide a complete facility and warranty based on the Request for Proposal (RFP). • The project is expected to be completed over an extended period of time. • The project will require multiple construction contractors and/or subcontractors employing workers in multiple crafts or trades. • The project will be subject to Cybersecurity Maturity Model Certification (CMMC), Level 2. • The project will comply with DoD antiterrorism/force protection requirements per UFC 4-010-01. • The project will be designed as permanent construction in accordance with Department of Defense (DoD) UFC 1-200-01.
