Description

The City of Riverside is seeking a qualified engineering firm to provide complete civil and traffic engineering design services for the Highway Safety Improvement Program (HSIP) Cycle 12. The scope covers preparation of full construction bid packages, cost estimating, construction‑phase engineering support, and as‑built documentation for a city‑wide safety‑upgrade program that includes pedestrian median fencing, high‑visibility crosswalks with audible push‑buttons, and enhancements to multi‑way stop‑controlled intersections. The work will be delivered under a three‑year professional services agreement (with two optional one‑year extensions). • Design deliverables: stamped construction plans, specifications, special provisions, and engineer’s cost estimates for 151 signalized intersections, 36 unsignalized multi‑way stop sites, and two pedestrian median fencing segments. • Required expertise: licensed Civil and Traffic Professional Engineering, experience with CALTRANS/HSIP projects, ability to produce CAD (AutoCAD/Civil 3D) and PDF deliverables, and capability to provide construction‑phase engineering support (RFIs, shop‑drawing reviews, change‑order analysis). • Contract terms: monthly invoicing, insurance requirements (CGL, Auto, E&O, Workers’ Comp), and a three‑year base term with up‑to‑two one‑year renewal options.

Budget estimate

$800,000 – $2,500,000

The solicitation does not disclose a total contract value. Based on comparable HSIP design contracts, a full‑city engineering design effort of this size (covering >150 signalized intersections and numerous ancillary improvements) typically ranges from about 5 % to 10 % of the overall construction cost. Assuming a construction bid package in the $30‑50 million range (consistent with the $11.3 million estimate for related street‑maintenance work shown in Exhibit C), the design‑service fee would likely fall between $1.5 million and $3 million over the three‑year term. Therefore a reasonable earnings estimate is roughly $800 k at the low end (if the design scope is trimmed) up to $2.5 million at the high end.
