Description

Portage County is seeking a consultant to conduct a comprehensive classification and compensation study for all county positions, excluding represented law enforcement positions. The study should review and update the county's current classification and compensation schedules to ensure they remain comparable and competitive to external units of local government of similar size and scope, as well as to private-sector benchmarks in the same geographic area. The consultant should provide project information to be shared with employees, review and update job classifications, and recommend placement of each position to an appropriate classification and pay grade based on internal equity and marketplace considerations. The consultant should also identify a manageable list of Wisconsin counties of similar size, scope, and geographic location that can be used internally to review and compare wage and benefit packages. The study should be completed by late 3rd quarter or early 4th quarter 2026. • The consultant should have experience conducting comprehensive classification and compensation studies for public entities in Wisconsin within the past 5 years. • The project lead should have at least 5 years of experience providing public sector compensation studies or equivalent experience in the field. • The consultant should provide a plan for implementing the results of the study and maintaining the classification and compensation system. • The consultant should provide timely progress reports and address issues encountered with the Director of Human Resources on a regular basis. • The consultant should present the results to the Human Resources Committee and the County Board.
