Annual Consultant Agreement 2026

The City of Norfolk is seeking a qualified consultant to provide construction management services for the Department of Utilities on an as-needed or as-ordered basis. The scope of services includes construction inspection, construction management, administration services, and managerial oversight for the City's water utility infrastructure projects. The selected consultant will be responsible for providing a range of services, including on-site inspection, pre-construction inspection, and condition assessment, as well as assisting with review of contractor's requests for information and proposals. The consultant will also be required to maintain records of formal correspondence, prepare daily reports, and coordinate activities between the contractor and City operations. • The contract will be for a one-year term with options to renew for four additional years. • The City intends to issue requests for services, which will state generally what work is to be performed. • The Construction Manager shall then provide the City a detailed confirmation, including a description of each service to be performed, the cost for each service, and a projected maximum cost for all services to be provided. • Each task order shall not exceed one million dollars, and the sum of all task orders performed in each year shall not exceed five million dollars.
