Description
The Maryland Transportation Authority (MDTA) is seeking a Small Business Reserve (SBR) consultant to provide comprehensive Electronic Toll Collection (ETC) services for its ETC Program Management Office. The contract will be awarded to one firm (or JV) for up to $5 million over a six‑year period, with work performed on a task‑order basis covering existing and future tolling facilities. Services include project management, inspection, business and financial analysis, traffic and revenue studies, AI‑enabled analytics, payment system development, standards collaboration, public‑private partnership development, design, cost estimating, construction management, public‑meeting support, RFP/specification creation, schedule development, industry research, and related toll‑system activities. The consultant must be able to respond quickly (within 3 days, 24 hours for emergencies), provide key personnel (contract manager, operations, roadside, back‑office consultants), and comply with Maryland’s MBE/VSBE participation goals. An oral presentation and a pre‑proposal virtual meeting are required.
