Description
The City of Fresno is soliciting bids to purchase recovered organic waste products (ROWP) in order to meet California’s SB 1383 2026 statewide target. Bidders may offer compost or SB‑1383‑eligible mulch, renewable energy (fuel, electricity, or heat) or any combination thereof, provided the total quantity equals 43,750 units. The contract will be awarded to the lowest responsive and responsible bidder after a single public opening on September 3, 2026. All bids must be submitted electronically via Planet Bids, and a $500 bid deposit is required. Delivery must be F.O.B. destination with freight prepaid for compost/mulch, and renewable energy must comply with California CCR 14 § 18993.1/2.
