RFQ for Permitting, Licensing, and ERP System Assessment and Procurement Consulting Services

The City of Salinas is seeking a qualified consulting firm to assess its current permitting and licensing system (Trakit) and evaluate whether to replace it with a standalone Permitting & Licensing System, a full Enterprise Resource Planning (ERP) solution, or a hybrid approach. The consultant will conduct stakeholder workshops, produce a technology‑strategy recommendation report, develop and manage the ensuing RFP, evaluate vendor proposals, and support selection and contract negotiations. An optional Phase II may include implementation planning, data migration, and testing support. • Conduct a comprehensive needs‑assessment across all city functional areas (finance, HR, purchasing, maintenance, land management, citizen services, etc.). • Produce a strategic recommendation report weighing standalone PLS versus ERP options, including SWOT analysis, cost estimates, and operational impacts. • Lead the full procurement process: draft the RFP, manage the RFP release, answer vendor questions, coordinate demos, and assist in vendor selection and contract negotiations.
