The GSA Public Buildings Service is soliciting a qualified construction contractor to build the new Gate 7 multi‑level parking garage and associated site improvements at the St. Elizabeths West Campus in Southeast Washington, DC. The award will be a single firm‑fixed‑price contract covering all construction activities, from site work and utility relocation to structural framing, mechanical ventilation, façade, security systems, and final close‑out documentation. The project is valued between $120 M and $160 M and will be executed in a two‑phase, design‑bid‑build process with a mandatory pre‑proposal conference (Oct 5 2026) and Phase 1 technical proposals due Oct 26 2026. Phase 2 will include full price and technical proposals, a bid bond, and a required Project Labor Agreement.
