Huron and Madison Infrastructure Project RFP

The City of Toledo is seeking a qualified engineering firm to provide full professional design and engineering services for the Huron and Madison Infrastructure Project, a downtown streetscape and utility upgrade program. The scope includes preliminary design, detailed right‑of‑way plans, utility coordination, streetscape enhancements, traffic‑signal and lighting design, preparation of bid documents, and construction‑phase engineering support. The consultant must deliver multiple design stages (preliminary, compliance, final PS&E) by set 2026‑2027 milestones, attend required public meetings, and use AutoCAD Civil 3D 2025/2026 in compliance with the City’s 2026 Construction Standards. The contract will run for an estimated five‑year period covering design, construction‑phase services, and close‑out.
