Description

The City of Cambridge is seeking a consultant to conduct a nexus study to determine the impacts of non-residential development on the demand for and cost of creating housing for low-, moderate-, and middle-income households, as well as the need for job training services to prepare residents for employment opportunities in new commercial developments. The study should include a recommendation for the appropriate contributions to address these impacts. The consultant will work closely with the City's Housing and Community Development departments to complete the scope of services. * The study will review the economic basis of the Housing Contribution rate and calculate a fee that would be warranted from new non-residential development to fund housing and job training services. * The consultant will conduct a survey of Cambridge workers to gather data on resident vs. non-resident employment, remote work, demand for housing in Cambridge among workers, and training required for employment. * The consultant will assess the funding needed to support affordable housing development and calculate a housing contribution rate per square foot of new non-residential development. * The consultant will compare the composition of the existing local workforce to projected new job opportunities and assess existing job training programs active in the city.
