Intent to Sole Source - Soldier Monitoring System (SMS)

The U.S. Army Capabilities Program Executive for Simulation, Training, Testing and Threats (CPE ST3) intends to award a sole source contract for the life cycle management and sustainment of the Soldier Monitoring System (SMS). The SMS is a materiel solution for soldier monitoring, safety, and training performance analysis. The contractor will provide life cycle management to ensure SMS technology and equipment are maintained at or above 95% availability and provide necessary support desk capabilities. The scope of work includes maintaining or providing various components such as monitoring stations, mobile monitoring devices, soldier worn devices, communication networks, and SaaS platforms. The contractor must also ensure solutions incorporate secure engineering principles and meet DoD Risk Management Framework (RMF) requirements. Key aspects of the job include: • Providing life cycle management for SMS technology and equipment • Maintaining or providing various components such as monitoring stations and soldier worn devices • Ensuring solutions incorporate secure engineering principles and meet RMF requirements • Providing support desk capabilities and help desk support • Performing field service, repair, and replacement of damaged components • Managing inventory and providing training materials
