RFI A-E Services- NIBS: Criteria, Standards, Tools, and Planning Documentation to Support Industrialized Construction (IC)

The Naval Facilities Engineering Systems Command (NAVFAC) is seeking information from potential contractors to support the development of documentation for Industrialized Construction (IC). The scope of work includes providing criteria, standards, tools, and planning documentation to support IC, as well as developing a business case and economic model for IC adoption. The contractor will be required to provide deliverables such as IC solicitation criteria, vendor evaluation tools, and BIM alignment strategy. The project duration is 24 months, and the contractor will be required to travel to various DoD installations and/or contractor facilities. • The contractor will be required to provide IC-focused updates to existing RFPs and creation of templates. • The contractor will be required to develop standardized IC component commissioning checklists and protocols for data collection during and post-construction. • The contractor will be required to create an IC performance dashboard and provide support to NAVFAC leadership. • The contractor will be required to develop an IC business case and economic model for DoD adoption. • The contractor will be required to produce policy and contracting framework updates that enable IC procurement and acquisition reform.
