Description

The City of Pensacola is issuing an RFP (No. 26‑058) for professional construction inspection services to oversee the replacement of approximately 14.7 miles of natural‑gas pipeline under the federally funded NGDISM Grant Program. The selected firm will act as the City’s on‑site representative, providing daily site presence, compliance verification, documentation (photos, videos, daily reports), and coordination with the contractor and Pensacola Energy. Personnel must be operator‑qualified per 49 CFR Part 192/195, have at least five years of natural‑gas experience, and be capable of supporting both pre‑construction and trenchless construction methods. The contract will begin after a Notice to Proceed (expected October 2026) and run through the grant’s period of performance ending 03 April 2030. Proposals are due 29 Sept 2026, with questions due 18 Sept 2026. Evaluation will consider past performance, personnel qualifications, workload capacity, and cost. • Scope: daily on‑site inspection, verification of welding, fusion, pressure testing, trenchless methods, restoration, traffic/erosion control, safety notifications, and detailed daily reports. • Required qualifications: operator‑qualified personnel, 5+ years natural‑gas experience, familiarity with 49 CFR Part 192/195 and local regulations. • Deliverables: inspection logs, deficiency reports, as‑built documentation, support for payment certification, and assistance with any claim defense. • Contract length: approx. 42 months (Oct 2026 – Apr 2030). • Funding: Federal NGDISM grant (PHMSA) with total project budget not disclosed; contractor will be reimbursed per hourly rates subject to CPI adjustments.

Budget estimate

$3,000,000 – $5,500,000

The contract covers 42 months of continuous inspection services for a 14.7‑mile natural‑gas pipeline replacement. Assuming an average crew of 2‑3 qualified inspectors at an hourly rate of $120–$150 (typical for specialized gas‑pipeline inspection work) and accounting for overtime, travel, equipment, and overhead, the annual cost could range from $1.0 M to $1.5 M. Over the full 3.5‑year period, total contract value is therefore roughly $3.5 M–$5.5 M. Factors influencing the final amount include the exact staffing level, any additional specialist support (e.g., trenchless‑method experts), and CPI‑based price adjustments.
