Description

Through Invitation for Bids (IFB) #26P-01, Thomas P. DiNapoli, Comptroller of the State of New York, as Administrative Head of the New York State and Local Retirement System, seeks proposals from qualified firms to provide printing services. OVERVIEW NYSLRS issues a general newsletter to each of its approximately 510,000 retirees and beneficiaries twice a year. The Contractor is responsible for printing and mailing the newsletters. NYSLRS will meet with the Contractor to initiate the printing and mailing process for both the Spring/Summer Edition and Fall/Winter Edition. The Contractor shall for each edition (i) provide newsletter proofs as specified in project specifications, (ii) print the newsletter, (iii) provide a postage estimate to NYSLRS, and (iv) fold, tab, and mail the newsletter. The Contractor must have and use its own United States Postal Service (“USPS”) postal permit for domestic mailing. Newsletters must be mailed from a New York State post office. NYSLRS will provide a postage check (made out to the US Postmaster) to the Contractor to cover postage costs. NO SUBCONTRACTING: The Contractor shall not subcontract any services in this IFB. The IFB and all documents for this procurement are posted on the OSC website at https://www.osc.ny.gov/procurement. NOTE: Procurement documents may, from time to time, be amended or addenda issued. It is the Proposer’s responsibility to become aware of any such amendments and/or addenda prior to submission of a proposal. All amendments and/or addenda to procurements will be posted to the OSC website at https://www.osc.ny.gov/procurement. Proposers should review the OSC website prior to submission of a proposal to ensure that they have all information required to submit a complete and responsive proposal. This procurement is subject to, and shall be conducted in accordance with, the OSC Executive Order on Procurement Integrity and OSC’s Procurement Integrity Procedures, both of which are available in full on the OSC website noted above, or upon email request. All inquiries concerning this procurement must be addressed to the Contracting Officer or designee(s) at OSC, via email (preferred) to [email protected] or via hard copy mail to:Director of FinanceQuestions for IFB 26P-01Office of the State Comptroller110 State Street, Mailstop 13-2Albany, NY 12236-0001 Business enterprises awarded an identical or substantially similar procurement contract within the past five years: None Service-Disabled Veteran-Owned Business (SDVOB) SDVOB Goal: 0.00% Minority / Women Business Enterprise contracting goals (MWBE) MBE Goal: 0.00% WBE Goal: 0.00% Disadvantaged Business Enterprise contracting goals (DBE) DBE Goal: 0.00%

Budget estimate

$400,000 – $600,000

The budget for this contract can be estimated based on the scope of work and the number of newsletters to be printed and mailed. Assuming an average cost of $0.50 per newsletter for printing and mailing, the total cost for printing and mailing 510,000 newsletters twice a year would be approximately $510,000 per year. However, this is a rough estimate and the actual budget may vary depending on the contractor's bid and the specifics of the contract. Given the information provided, a reasonable estimate for the budget could be between $400,000 and $600,000.
