Description

Howard County is seeking a qualified contractor to supply FDA‑authorized COVID‑19 antigen home‑test kits, combined COVID‑19/Flu A & B antigen kits, and optional 4‑in‑1 COVID‑19/Flu A & B/RSV kits for its health agencies. The contract will be awarded to the lowest responsive and responsible bidder, with a one‑year base term and up to five one‑year renewal options. Pricing must be firm for the first year, FOB Destination, and the contractor must provide a one‑year warranty and meet all delivery, labeling, and bilingual instruction requirements. The solicitation is electronic‑only, with a bid opening on April 15 2026 and a Q&A cutoff on March 30 2026. • Supply FDA‑EUA or cleared COVID‑19 antigen kits (OTC, self‑collection, results in ≤30 min). • Supply FDA‑EUA or cleared combined COVID‑19/Flu A & B kits (OTC, self‑collection). • Optional supply of 4‑in‑1 kits that also include RSV detection (for children ≥6 months). • One‑year firm‑price contract, renewable up to five additional years; price adjustments allowed only after the first year with documentation. • Delivery must be FOB Destination, Inside Delivery, with signed delivery tickets and compliance with County’s terms and conditions.

Budget estimate

$300,000 – $1,200,000

No explicit contract value is disclosed. Assuming Howard County purchases between 50,000 and 250,000 test kits annually at an average unit price of $6‑$8 (typical market rates for OTC antigen kits), the annual contract value could range from roughly $300,000 to $2,000,000. Considering the one‑year base term and potential renewals, the expected earnings for a contractor would likely fall between $300,000 and $1,200,000 for the first year, with additional revenue possible on renewals.
