Professional Environmental Services for CMAQ Palermo Safe Routes to School (SRTS) Project

The County of Butte is seeking a qualified environmental consulting firm to provide comprehensive regulatory compliance and permitting support for the Palermo Safe Routes to School (SRTS) Project, a federally funded transportation improvement effort. The consultant will guide the project through NEPA, CEQA, historic preservation, endangered species, Clean Water Act, and other applicable statutes, preparing studies, permits, and mitigation plans for the Preliminary Engineering, Right‑of‑Way, and Construction phases. Work will be performed on an as‑needed basis, coordinating with County staff, Caltrans, and multiple state and federal resource agencies. • Deliver environmental scoping, CEQA/NEPA documentation, and biological & cultural resource assessments. • Prepare and submit permits (USACE §404, RWQCB §401, CDFW §1602, etc.) and manage agency coordination. • Conduct water‑of‑the‑U.S. delineations, hazardous materials screening, and site assessments. • Provide ongoing compliance support during ROW acquisition and construction. • Attend kickoff and bi‑weekly progress meetings; produce draft and final deliverables for each task.
