Description
The Commonwealth of Pennsylvania, through the Pennsylvania State Police, seeks a qualified contractor to design, develop, and administer promotion examinations for PSP Corporal and Sergeant ranks. The contract is a firm‑fixed‑price, four‑year award and will be managed entirely through the Jaggaer electronic procurement portal. Offerors must create a Jaggaer user profile, submit a technical and cost proposal electronically, and meet mandatory responsiveness requirements. The award will be based on a weighted evaluation (65% technical, 35% cost) with additional domestic workforce utilization bonus points. The selected contractor must perform at least 50% of the contract value and will be the sole point of contact for all contractual matters.
• Develop written and/or practical promotion exams for two PSP ranks
• Administer testing statewide via secure, electronic or physical venues as required
• Provide scoring, reporting, and certification of successful candidates
• Maintain compliance with Commonwealth procurement rules and confidentiality provisions
• Support the PSP with any required test‑security and proctoring services
