Support Services for the Office of Early Childhood Transitions

The Maryland State Department of Education (MSDE) is seeking a qualified consultant to provide short‑term, specialized support as the Division of Early Childhood transitions to the new Office of Early Childhood (OEC) on October 1 2026. The scope covers four critical work streams – strategic communications, internal continuous quality improvement (CQI), a comprehensive program landscape review, and a fiscal ecosystem analysis – to ensure OEC launches with clear messaging, robust internal processes, a full understanding of its program portfolio, and a complete picture of funding sources. The contract runs from October 1 2026 through December 31 2026 (approximately three months) with a maximum budget of $100,000. Work can be performed virtually or on‑site at the MSDE headquarters in Baltimore. • Develop and refine public‑facing communications, narrative packages, and field‑engagement standards. • Design and implement internal CQI frameworks, SOPs, and data‑monitoring tools. • Conduct a detailed landscape review of all OEC early‑childhood programs, identifying strengths, gaps, and alignment opportunities. • Analyze state, federal, local, and philanthropic funding streams and produce actionable fiscal recommendations. • Deliver iterative reports, narrative packages, updated SOPs, and a final fiscal analysis report. • Billing is monthly; invoices must be submitted within 60 days of contract termination.
