Request for Information (RFI) – Standardization of Service Contract Act (SCA) Price Adjustment Templates & Methodology (FAR 52.222-43) for the FCDAS O&M Contract
The National Oceanic and Atmospheric Administration (NOAA) is seeking input from industry on the standardization of Service Contract Act (SCA) price adjustment templates and methodology. The goal is to develop a standardized pricing template for use in Independent Government Cost Estimates (IGCEs), contractor pricing proposals, and subsequent contract modification requests for firm fixed-price contracts. The template should clearly visualize the segregation of "voluntary" company fringe benefits from minimum mandatory requirements established in Collective Bargaining Agreements (CBAs) and Department of Labor Wage Determinations (WDs). Key considerations include:
• Visualizing the segregation of minimum required vs. actual paid benefits
• Handling lump sum vs. hourly benefits
• Calculation logic for recoverable costs
• Granularity of comparisons (labor category vs. individual employee level)
• Assumptions and errors in the government draft of the pricing template
• Verification and audit trails for actuals paid
• Accounting and segregation capabilities for fringe benefit contributions
• Conversion methodologies for fixed costs to hourly equivalents
• Benefit plan structures for defined benefit or level of care plans
Industry input is requested on these topics, and respondents are encouraged to submit sample templates and methodologies for consideration.
