Description
The Executive Office of Veterans Services (EOVS) is seeking a qualified vendor to support the development of a data-driven, equity-informed, and implementation-ready strategic plan that improves coordination, access, and outcomes across the Massachusetts veteran services ecosystem. The selected vendor will provide deliverables including a 3-year strategic plan, strategic plan convenings or workshops, and a monitoring and evaluation plan. The vendor should have experience in facilitation, engagement, project management, strategic planning, and key performance indicator development and planning.
• Address unmet veteran needs and service gaps
• Improve coordination across fragmented systems
• Enhance equitable access statewide
• Strengthen data-driven decision-making and performance measurement
The vendor will work closely with EOVS leadership to align planning work with the secretariat's mission and strategic functions.
