Description

The State of Delaware’s Department of Health and Social Services is seeking a qualified firm to provide subject‑matter‑expert professional services that support its Substance Use Disorder (SUD) grant programs. The contractor will act as an implementation and evaluation partner, developing metrics, educational materials, and stakeholder engagement activities while ensuring compliance with federal and state reporting requirements. • Provide implementation support, metric development, and performance evaluation for multiple opioid‑reduction grant projects. • Develop curricula, outreach campaigns, and higher‑education wellness content across several focus areas (academic detailing, occupational education, college curriculum, grant evaluation). • Manage stakeholder meetings, conduct surveys/focus groups, and produce monthly, quarterly, and annual reports for DSAMH and federal funders. • Designate a Project Implementation Manager to coordinate deliverables, timelines, and reporting. • Contract term is one year with up to four one‑year extensions (potential total of five years) and optional month‑to‑month extensions.

Budget estimate

$300,000 – $400,000

The addendum estimates a total annual award of roughly $350,000 for the combined set of SUD grant‑support activities. Assuming a single vendor captures a portion of the work, a realistic earnings range would be between $300,000 and $400,000 per year, depending on the number of focus‑area tracks awarded and any additional incentive funding for participant compensation.
