Description

The City of Santa Cruz is seeking a qualified transportation‑engineering consulting firm to develop planning‑level design, traffic analysis, and cost‑estimating documentation to support a Highway Safety Improvement Program (HSIP) Cycle 13 grant application for the Soquel Corridor. The consultant will use the city’s draft Safety Action Plan, existing traffic data, and development studies to evaluate and refine proposed safety and multimodal improvements along Soquel Avenue (River Street South to Seabright Avenue). Work includes: • Review of existing conditions and traffic data; • Development of conceptual designs for signalized and unsignalized intersections (e.g., no‑turn‑on‑red, leading‑pedestrian‑intervals, protected left‑turns, RRFBs, median islands); • Design of separated bike lanes and Class 2 bike facilities where needed; • Preparation of planning‑level cost estimates and contingency; • Production of traffic analysis and documentation required for the HSIP grant application; • Delivery of interim deliverables (Sept 27, Oct 12) and final deliverables (Oct 26) within a three‑month contract period.

Budget estimate

$150,000 – $300,000

The contract is a short‑term, three‑month consulting engagement for a municipal transportation project. Comparable city engineering‑consulting contracts of similar scope (traffic analysis, conceptual design, grant support) typically range from $150,000 to $300,000 depending on firm size, hourly rates, and the depth of deliverables. Assuming an average daily rate of $1,200–$2,500 for senior engineers and staff, and a workload of roughly 120–150 workdays over three months, the total fee would likely fall within that band. Factors influencing the final amount include the number of staff assigned, any subcontracted specialty services (e.g., bike‑facility design), and the level of detail required for the HSIP grant documentation.
