DIRECT LEASE PROGRAM - State of Kentucky

The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) is seeking information from Direct Lease Contractors/Property Managers (PM) and/or Property Owners (PO) for a housing assistance program to lease furnished existing rental properties for the purpose of providing temporary housing to eligible applicants who are displaced due to the Severe Storms, Straight-line Winds, Flooding, Landslides, and Mudslides in the state of Kentucky. The program aims to provide housing solutions in 14 declared counties, with a focus on geographic distribution across multiple counties. The contractors should prioritize properties near accessible public transportation and wrap-around services. The housing solutions will need to be in the specified declared counties and have access to wrap-around services such as emergency services, grocery stores, public transportation, laundry facilities, schools, etc. • The program requires contractors to provide furnished units with living kits. • The rental rate will be set at HUD FMR. • The duration of the lease is 18 months, starting from the declaration date, with possible extensions. • FEMA will not perform pre-award inspections but will require vendors to provide HUD inspections checklists and photos of full units, HVAC, and appliances. • The program is a set-aside for Small Business Entities, and contractors should monitor SAM.gov and email communications from FEMA for updates.
