This solicitation calls for a consulting firm to conduct a comprehensive review and ongoing support of the Office of Technology & Information Services (OTIS) cost‑recovery rate model for South Carolina state agencies. The contractor will deliver yearly rate‑calculation workbooks, develop and maintain a detailed rate‑setting methodology, integrate financial‑management processes into OTIS’s IT Business Management tools, and provide extensive knowledge‑transfer and training to state finance staff. The effort spans an initial three‑year term with two optional one‑year renewals, covering FY 2026‑2027 through FY 2028‑2029, and includes a full transformation of the financial‑management process, automation of invoicing, and compliance with stringent security standards.
