Substation Electrical Maintenance Training

The City of Pasadena Water and Power Department is seeking bids from qualified training providers to deliver structured substation electrical maintenance training for utility workers. The training is intended to develop and advance employee knowledge in high-voltage substation equipment inspection, diagnostics, safety procedures, and maintenance best practices. The training shall consist of two progressive levels: one foundational and one advanced. Each course must be delivered with a focus on hands-on, practical application, safety compliance, and alignment with utility operations. • The foundational course shall provide entry-level to intermediate instruction on substation theory, safety, and component awareness. • The advanced course shall build upon foundational substation knowledge and focus on detailed testing, troubleshooting, and maintenance practices for substation apparatus. • Instructors must have a minimum of 5 years of utility or utility-equivalent experience in substation operations and verifiable instructional credentials. • Training materials, including printed and digital manuals, testing guides, and reference diagrams, must be provided to all participants. • Each course shall include a written and/or practical test, and successful participants must receive a certificate of completion indicating instructional hours and course coverage.
