RFP - BSL Dehydration System

The City of Bakersfield is seeking a qualified professional firm to provide and install a dehydration system that is complementary with the existing landfill gas management system at the Bakersfield Sanitary Landfill. The scope of work includes providing all components and installing a dehydration system, as well as ensuring uniformity in operation and maintenance of the existing system. The selected contractor will be responsible for compensating their employees in accordance with all applicable labor laws and regulations, and all work shall be subject to prevailing wages in accordance with the State of California Department of Industrial Relations. • The dehydration system must be packaged on a single skid with mild steel galvanized or stainless steel frames/supports. • All gas contact surfaces must be 304SS or 316SS except where indicated otherwise. • The system must have an operation capacity/flow of 300 scfm and be designed for landfill gas/methane. • The system must have a lifespan of operation of 20 years or more and be designed for carbon VOC filtration to atmosphere vent stack. • The system must be designed to operate in ambient weather conditions with a temperature range of 18 F to 120 F. • The system must come insulated and heat traced suitable for outdoor installation. • A chiller must be placed at least 10 feet away from any gas line in a non-classified area. • Individual device LOTO (lock-out, tag-out) power switches are required. • 80-120 PSIG instrument air is required for system operation. • A performance warranty of the system is required at the time of commissioning.
