Description

The Mississippi State Department of Health (MSDH) is issuing a competitive Request for Applications to award sub‑grants to qualified Local Implementing Agencies (LIAs) that will deliver evidence‑based Parents as Teachers (PAT) home‑visiting services in 16 high‑need counties. Applicants must be able to staff, supervise, and manage a home‑visiting program, meet PAT affiliation requirements (or complete affiliation within three months of award), and handle all fiscal, data‑collection, and quality‑improvement obligations. Up to $6 million is available for the two‑year performance period (Dec 1 2026 – Sep 29 2028), with an estimated capacity to serve 600 families. The award will fund personnel, training, supervision, data systems, and related program costs; no matching funds are required. Successful LIAs will be responsible for recruiting families, providing four core home‑visiting components, maintaining the Visit Tracker data system, and participating in continuous quality‑improvement activities.

Budget estimate

$300,000 – $1,200,000

The RFA indicates a total anticipated pool of $6 million for all sub‑grants over the two‑year period. Assuming MSDH awards between 5 and 10 LIAs (typical for a multi‑county rollout), each award could range from roughly $300,000 to $1,200,000 depending on the size of the service area and staffing plan. Larger counties with higher caseloads (e.g., Hinds/DeSoto) may receive the upper end, while smaller, rural counties may receive the lower end. Factors influencing the final amount include the number of families served, staff FTEs, and the scope of ancillary services (training, data systems, etc.).
