Notice of Intent to Sole Source ATIS and 3GPP Annual Membership

The First Responder Network Authority (FirstNet) intends to award a firm-fixed-price sole source purchase order to the Alliance for Telecommunications Industry Solutions, Inc. for a yearly membership to Alliance for Telecommunications Industry Solutions, Alliance for Telecommunications Next G Alliance, and Third Generation Partnership Project. The membership is necessary for FirstNet to develop standards that create necessary public safety features and capabilities that will be an embedded part of the NPSBN. • The contract will fund membership in ATIS and 3GPP, which are critical standards bodies for the development of LTE and 5G technologies. • The membership will provide FirstNet with access to the insights of the CTOs of the leading ICT companies and a strategic view of the future of technology in the industry. • The contract also includes the management of Public Land Mobile Network (PLMN) IDs, which are essential for the operation of the FirstNet broadband network. • The sole source purchase order is justified because ATIS is the only North American alliance that provides oversight to the industry, and there is no other organization in the US that provides the service of managing PLMN IDs.
