The City of Garland is seeking a master developer for a mixed-use development on a 13.5-acre site at the intersection of Holford Rd and President George Bush Turnpike (PGBT). The development should include a convention hotel, restaurant, retail, residential multifamily, office, family-oriented entertainment, and other destination-based uses. The city is looking for a partner to complement the city-initiated youth soccer complex adjacent to the site. The proposal should include a comprehensive cost proposal, a 10-year cost and revenue forecast model, and a description of the company's experience and qualifications. • The development should be a high-quality mixed-use project with high visibility in a largely built-out city. • The site offers exceptional access and visibility, located just off the President George Bush Turnpike and Holford Road. • The city is open to considering public participation to support project feasibility for projects demonstrating measurable public benefit. • The evaluation process will include a review of the proposals based on criteria such as development team qualifications, quality of development concept, alignment with city vision, economic impact, and financial capacity.
