272235 Low-Threshold Housing and Services

The Massachusetts Department of Public Health (MDPH) Bureau of Substance Addiction Services is seeking proposals for low-threshold housing and services to reduce homelessness, improve health outcomes, and advance health equity for residents experiencing homelessness and active substance use disorder. The contract is expected to be awarded for a period of 9 years, with approximately 16 contracts to be awarded statewide in areas of high need. Priority will be given to currently funded low threshold housing providers who are fulfilling contract requirements. • The proposal should include a detailed plan for providing low-threshold housing and services. • The proposal should include a description of the applicant's experience and qualifications in providing similar services. • The proposal should include a detailed budget and cost estimate for the proposed services. • The evaluation criteria for the proposal can be found in Section D1 of the attached RFR.
