Description

The State of California Military Department is seeking a qualified contractor to provide full‑service ecological monitoring of Vernal Pool Fairy Shrimp (VPFS) across Camp Roberts for a three‑year period. The contractor must conduct wet‑season and dry‑season VPFS surveys, vegetation and disturbance assessments, produce annual draft and final reports, and submit all data to the California Department of Fish & Wildlife. The work includes coordination meetings, obtaining USFWS recovery permits, and adhering to strict reporting deadlines. • Perform annual and multi‑year VPFS, habitat, and disturbance surveys at ~65 vernal pools across 18 monitoring plots. • Deliver draft reports by Dec 1 each year and final reports within 30 days of comments, including GIS data, photographs, and CNDDB spreadsheets. • Provide all labor, equipment, permits, insurance, and documentation; comply with ESA permits, security briefings, and state contracting requirements.

Budget estimate

$200,000 – $600,000

The contract covers three years of intensive field monitoring of 65 vernal pools, requiring specialized biologists, botanists, equipment, travel, lodging, and detailed reporting. Comparable state ecological monitoring contracts for similar scope typically range from $200 k to $600 k total, depending on crew size, travel distance, and data‑management requirements. Assuming an average of $150‑$250 k per year, the total contract value is likely in the $300 k‑$750 k range; a conservative estimate places it between $200 k and $600 k.
