Description

The Bureau of Reclamation is conducting a Sources‑Sought/Industry Day for the Conconully Dam Seismic Modification project in Washington State. The effort will modernize dam safety through extensive civil‑engineering work, including deep soil mixing, stability berm construction, outlet‑works tunnel upgrades, and associated infrastructure (roads, power, fiber, and security). The agency is gathering market interest and technical capability information from firms experienced in dam modifications, geotechnical construction, hydraulic structures, and related disciplines. A mandatory (but not required for award) Industry Day on 21 Oct 2026 will provide technical briefings, site access, and a forum for questions. The anticipated contract will be solicited in late FY 2027/early FY 2028, with an estimated value of $80‑$100 million and a performance period of roughly three years. • Project location: Conconully Dam, Conconully, Washington • Scope includes power/fiber coordination, site clearing, instrument removal, earthwork, deep‑soil mixing (≈70 ft depth), stability berm (≈500,000 cy), outlet‑works tunnel lining, valve house construction, rock excavation, road and security gate construction, and final site restoration • Estimated ROM: $80 M – $100 M • Anticipated solicitation: late FY 2027 / early FY 2028; period of performance ~3 years • Industry Day (pre‑bid) on 21 Oct 2026 (8:30 a.m.–1:00 p.m. PDT) with site tour • Questions due: 30 Sep 2026 (5 p.m. MDT) via email to Brock Palen and Lance Fleming • Primary contact: Lance Fleming, Bureau of Reclamation ([email protected], (208) 378‑5338)

Budget estimate

$80,000,000 – $100,000,000

The Rough Order of Magnitude provided by the agency is $80 million to $100 million for the entire three‑year project. This range reflects the extensive civil‑construction activities (deep‑soil mixing, large‑volume earthwork, structural concrete, mechanical installations, and site infrastructure). Assuming a typical contractor margin of 5‑10 %, the expected net earnings for a qualified firm would fall roughly between $4 million and $10 million over the contract life, depending on scope capture and risk allocation.
