City of Cortez On-Call Planning Services

The City of Cortez seeks qualified planning and land‑use consulting firms to provide on‑call professional planning services for its Community and Economic Development Department. Selected firms will enter a Professional Services Agreement and be called upon as needed to support development review, public meetings, code updates, and special planning projects. The work is task‑based, with no guaranteed minimum hours, and firms must submit qualifications, hourly rates, and insurance documentation by the deadline. • On‑call, as‑needed municipal planning support (development review, zoning, code amendments, public outreach, comprehensive planning, etc.) • Submissions due 11/17/2026; questions due 11/5/2026 • Award expected 12/9/2026; contract execution by 12/31/2026; services to begin 1/1/2027 • Minimum qualifications: licensed, 3+ years comparable experience, compliance with laws • Required deliverables: staff reports, meeting attendance, draft/final code amendments, planning studies, monthly activity summaries • Compensation based on hourly rates submitted in Appendix A; no fee to submit • Preference given to Colorado‑based vendors; local vendor preference may apply up to $25,000.
