Notice of Intent to Sole Source to eVerbatim, Inc. for Eclipse Software

The Marine Corps Installations National Capital Region (MCI-NCR), Regional Contracting Office (RCO) is giving notice of intent to award a purchase order to eVerbatim, Inc. on a sole source basis for the renewal of four Eclipse court reporting software licenses and the highly specialized software integration services required to make the software operational on 106 new court reporting laptops. The Eclipse software from Advantage Software, Inc., and the associated integration services from eVerbatim, Inc., are unique and essential to the Government’s requirements. • The procurement is for two distinct but inseparable requirements: the Eclipse software licenses from the Original Equipment Manufacturer (OEM), Advantage Software, Inc., and the proprietary integration service provided exclusively by eVerbatim, Inc. • The integration service, which eVerbatim calls its Software Integration Service (SIS), is an intrinsically complex process that unifies Eclipse, Docker, Speechmatics, Presonus Universal Control, Windows Subsystem for Linux (WSL) 2, and custom, USMC-specific Python plug-ins. • The period of performance is from 15 August 2026 through 14 August 2027. • The procurement is funded by Marine Corps Operations and Maintenance (O&M) appropriations.
