Description

The City of Bryan is soliciting qualified contractors to perform Phase One of its 2026 Water Meter Replacement program. Approximately 5,000 aging ¾‑inch and 1‑inch iPERL AMI water meters and 3,700 smartpoints will be removed and replaced. The City will supply all meters, smartpoints, meter boxes, lids, and cut‑off valves (excluding gaskets); the contractor is responsible for all labor, equipment, and any additional appurtenances needed to complete the change‑outs. The project is budgeted at $500,000, with work slated to begin on October 19 2026 and be completed within 120 working days (targeted finish March 31 2027). An optional alternate scope includes evaluating ~2,470 water service line locations for material type identification. Proposals (electronic or sealed hard copy) are due September 3 2026, with a pre‑proposal Zoom meeting on August 20 2026 (non‑mandatory). The award is anticipated October 13 2026. • Replace ~5,000 residential/commercial water meters and ~3,700 smartpoints. • City provides all hardware; contractor bids labor/equipment only. • Project budget: $500,000 (labor only). • Start: Oct 19 2026; Completion: Mar 31 2027 (≈120 working days). • Optional alternate: inventory ~2,470 water service line locations. • Submission deadline: Sept 3 2026 (electronic or sealed). • Pre‑bid Zoom meeting: Aug 20 2026 (optional).

Budget estimate

$400,000 – $600,000

The RFP cites a total project budget of $500,000, which covers all labor, equipment, and contractor‑related costs (the city supplies the meters and related hardware). Assuming typical contractor profit margins of 8‑15 % on construction labor contracts, the expected net earnings for the winning firm would likely fall between $40,000 and $75,000. However, because the city’s budget includes contingencies and the contractor may also capture change‑order revenue, a broader realistic revenue range for the contract is estimated at $400,000‑$600,000 in total billings, yielding a net budget in the $40‑$90 k range after expenses. Factors influencing the final amount include the number of change‑orders, any additional site‑specific challenges, and the optional service‑line inventory alternate if the contractor pursues it.
