ARBITRAGE SERVICES

El Paso Water (EPWater) is seeking proposals for Arbitrage Rebate Services to review EPWater's outstanding tax-exempt obligations, schedule of investments, and perform calculations to determine the Arbitrage Rebate Amount. The selected firm will provide reports, including calculations of bond yield and investment yield, and assist EPWater in complying with arbitrage regulations. The scope of services includes initiating data requests, reviewing debt issues, evaluating investment earnings, and performing calculations. The firm will also provide training on arbitrage rules and cooperate with the IRS and EPWater staff as necessary. • The proposal should include a detailed description of the firm's experience and qualifications, technical approach, and references. • The evaluation criteria include fee proposal, experience/qualifications, technical approach, and company profile/references. • The contract will be awarded to the highest-ranked responsive, responsible offeror. • The proposal should be submitted electronically or by sealed bid, and the deadline is February 25, 2026, at 1:30 PM (MST).
