OSUA&M Pharmacy Benefit Manager (PBM)

Oklahoma State University A&M System is seeking a transparent, pass‑through Pharmacy Benefit Manager (PBM) to administer its self‑funded pharmacy benefit program across all campuses and affiliated colleges in Oklahoma. The selected PBM must provide full financial transparency, support 340B programs, collaborate with OSU‑owned providers and pharmacies, and allow OSU to retain control of plan design and clinical strategy. The contract will be a one‑year term with up‑to‑four optional annual renewals, and the award will be made on a best‑value basis. • Full pass‑through of 100 % of manufacturer revenue (rebates, fees, incentives) with no spread pricing. • Support for 340B and custom pharmacy contracts, including specialty‑drug management and clinical formulary governance. • Provide detailed claims‑level data, audit rights, MAC list transparency, and real‑time reporting dashboards. • Must allow OSU representatives to attend P&T committee meetings and share all decision documentation. • Required certifications include a non‑collusion affidavit and agreement to the attached terms & conditions.
