Landfill Disposal Services

The Zone 7 Water Agency is seeking a qualified contractor to provide comprehensive landfill disposal services for non‑hazardous waste generated by the agency, including water‑treatment residuals, construction‑and‑demolition debris, flood‑control channel material, and other industrial waste. The award will be a three‑year contract (with two optional one‑year extensions) to the lowest responsive and responsible bidder. The contractor must maintain all required permits, provide detailed weight‑ticket documentation, submit monthly reports and invoices, and manage non‑conforming waste according to agency guidelines. Bidders must have at least two years of continuous landfill disposal experience, hold all necessary licenses, and comply with equal‑employment and debarment rules. • Scope: Receive, process, recycle, beneficially use, and/or dispose of up to 8,000 tons of waste per year (dry sludge, CD debris, sludge media). • Contract term: 3 years base, with two optional 12‑month extensions. • Submission: Quotations due Oct 29 2026 2:00 pm via E‑Procurement portal; questions due Oct 15 2026 2:00 pm. • Evaluation: Total cost for years 1‑3 plus compliance with qualifications; experience and quality also considered. • Reporting: Monthly waste‑receipt reports, weight‑ticket records, and invoicing per PO/contract. • Mandatory requirements: Permit maintenance, regulatory compliance, timely notification of facility changes, record retention ≥5 years.
