The City of Mesa is seeking a design‑build‑own‑operate (DBOO) partner to deliver a solar‑powered event canopy at the Mesa Arts Center. The contractor will be responsible for full engineering design, permitting, construction of a ~40,000 sq ft solar canopy with structural load capacity for event equipment, installation of underground interconnection, removal and replacement of existing parking‑lot lighting, provision of O&M services, and long‑term operation under a 25‑year power purchase agreement. The scope also includes aesthetic requirements, bird‑nesting mitigation, background‑check compliance for all site personnel, and delivery of a remote‑monitoring portal.
• Design, permit, and construct a ~40,000 sq ft solar canopy with ≥ 10,500 lb event‑load capacity per end and 24‑ft ground clearance.
• Provide underground electrical infrastructure, a 500 kVA (or larger) transformer, and two utility‑side disconnects, plus a block‑wall enclosure for equipment.
• Deliver O&M, remote monitoring, annual inspections, and eventual de‑commissioning, while meeting strict insurance, safety, and background‑check requirements.
