The Oregon Department of State Lands is seeking a qualified consultant to conduct a comprehensive evaluation of current workloads across 3 DSL programs. The purpose of this engagement is to help the agency better understand existing demands on staff capacity, identify priority work, and determine where work can be paused, streamlined, or removed from the active portfolio. The consultant will work collaboratively with identified DSL teams to perform the following work: develop prioritization criteria, design the prioritization model and tools, implementation planning and support, training and facilitation, and monitoring and sustainability support. The project is expected to be completed over approximately 3 months beginning April 16, 2026.
• Develop prioritization criteria and scoring rubric tailored to each team
• Create a prioritization model that can be applied to individual tasks, projects, cases, requests, or other work units
• Provide simple, accessible tools for staff at all levels
• Train and support staff to use the prioritization framework in real time
• Enable teams to communicate priority decisions to internal and external stakeholders
