911 Clinician Services

The City of Spokane is seeking a qualified firm (or joint venture) to embed licensed behavioral‑health clinicians within its 9‑1‑1 emergency‑communications center. The clinicians will perform real‑time crisis assessment, de‑escalation, and diversion of calls to appropriate non‑emergency resources, develop standardized triage protocols, train 9‑1‑1 staff, and provide ongoing performance reporting. The contract is for one year with an optional one‑year renewal and will be funded with federal earmarked dollars. • Embed Board‑Certified PMH‑NPs, FNPs, licensed therapists, and psychiatrists on‑site at the 9‑1‑1 center. • Conduct telephonic crisis assessments, develop diversion protocols, and coordinate with police, fire, and mobile‑crisis teams. • Deliver training, maintain a database of community resources, and produce regular performance metrics and reports.
