Description

The City of Des Moines is seeking a qualified contractor to provide comprehensive, OSHA‑compliant inspection and load‑testing services for its fleet of overhead, bridge, jib, trolley, monorail, gantry, stationary, and mobile cranes, as well as associated hoists, rigging devices, chains, slings, and shackles. The contractor must supply certified inspectors (ASNT SNT‑TC‑1A and NDT trained), perform magnetic‑particle testing, load testing, and deliver detailed inspection reports within two weeks of completion. All work is to be performed during the summer/fall each year, with the contractor providing any required equipment and coordinating schedules with the City’s project manager. The contract is initially for 12 months with up to five optional one‑year extensions, and the award will go to the lowest responsive and responsible bid. • Scope includes inspection, testing, load testing, and reporting for all city‑owned lifting equipment. • Required certifications: ASNT SNT‑TC‑1A inspector and Non‑Destructive Testing training. • Inspections occur annually (summer/fall) and must be coordinated at least two weeks in advance. • Contractor must supply all labor, tools, transportation, insurance, and safety equipment. • Reports must be submitted electronically within two weeks of inspection completion. • No subcontracting without written City approval; all work must be performed by the contractor’s staff. • Contract term: 12 months initial, renewable up to five additional years.

Budget estimate

$100,000 – $250,000

The solicitation does not disclose a contract value. Based on typical municipal crane inspection contracts—covering multiple stationary and mobile cranes, required certifications, travel, equipment, and annual load testing—the annual spend is likely in the low‑to‑mid six‑figure range. Assuming 10–15 cranes with inspection fees of $5,000–$10,000 each, plus travel and reporting costs, a reasonable estimate is $100,000 to $250,000 per year. Factors influencing the final amount include the exact number of cranes, frequency of load testing, and any additional incidental services (e.g., brake adjustments, lubrication).
