The Brattleboro Development Credit Corporation (BDCC) is seeking proposals from qualified consultants to conduct a preliminary design and feasibility analysis for the potential redevelopment of six properties into apartments. The properties are currently used for office and other commercial spaces that were previously single family homes. The purpose of this engagement is to determine the optimal use of each building to support workforce housing. The analysis will focus on identifying practical redevelopment scenarios that balance housing unit yield with upfront renovation costs.
• The consultant will complete concept-level feasibility to evaluate different scenarios per building, illustrating tradeoffs between unit yield and unit mix, renovation scope and complexity, and order-of-magnitude costs.
• The consultant will provide building-by-building feasibility summaries, scenario matrix comparing unit count, mix, and cost ranges, conceptual layouts, summary of constraints, risks, and cost drivers, and opinion of highest and best use for each building.
• The anticipated project timeline is as follows: RFP Issued (4/15/2026), Proposal Deadline (5/1/2026), Consultant Selection (5/8/2026), Project Kickoff (5/15/2026), and Feasibility Completion (8-12 weeks after kickoff).
