RFP # 2027030 – New Cut Road Intersection Improvements at Mt. Zion & Blackstock Road

Spartanburg County is seeking a qualified contractor to redesign, reconstruct, and improve the intersections of New Cut Road with Mt. Zion Road and Blackstock Road. The work includes traffic control, clearing, demolition, grading, storm‑drainage installation, asphalt paving, concrete curb & gutter, signage, pavement striping, and site stabilization. The contractor must coordinate utilities, meet SCDOT and SCDHEC specifications, provide a 1‑year warranty, and adhere to strict scheduling, notification, and insurance requirements. • Perform complete roadway reconstruction (earthwork, base course, asphalt binder PG 64‑22, surfacing, and striping). • Install new drainage structures, culverts, and erosion‑control BMPs per SCDHEC standards. • Manage traffic‑control plans, detours, and utility coordination while maintaining continuous access for residents and emergency services. • Submit weekly look‑ahead schedules, maintain weekly BMP inspections, and comply with 48‑hour/24‑hour/5‑day notice requirements. • Provide required bid bond (5 % of price), performance/payment bond, and insurance coverage as outlined in the solicitation.
