Description

The Housing Authority of the City of Pittsburgh is soliciting a pre‑placed, as‑needed contract to provide emergency mitigation and remediation services across its entire public‑housing portfolio (≈2,500 units). The vendor must be able to respond within three hours of a service order, operate 24/7 hotlines, and deliver a full suite of services ranging from water extraction, mold and hazardous‑material remediation, asbestos abatement, debris removal, demolition, to project management and safety oversight. Rates must be submitted for each labor class (regular and after‑hours), material markup, overhead/profit, and escalation for years 3‑5. The contract is initially for up to two years with three optional one‑year extensions (maximum five years). • Scope includes assessment, emergency mitigation, environmental/industrial hygiene, demolition, debris removal, and full project‑management support. • Vendor must meet HUD, federal, state, and local regulations (ADA, Davis‑Bacon, EPA, Buy‑America, Section 3, MBE/WBE goals). • Performance requires a 3‑hour on‑site response, 24‑hour emergency hotline, required bonds, insurance, and compliance with prevailing‑wage determinations.

Budget estimate

$300,000 – $3,000,000

No total contract value is disclosed, but the solicitation notes that any award ≥ $250,000 will trigger performance and payment bonds, indicating the Authority expects a substantial spend. Considering the breadth of services (multiple trades, 24/7 readiness, statewide coverage of >2,500 units) and a potential five‑year maximum term, a realistic earnings range could be roughly $300,000 for a minimal one‑year engagement up to $3 million for a full five‑year, high‑volume scenario. Factors influencing the final amount include the number of emergency incidents, the mix of labor‑intensive versus material‑intensive work, and the rates submitted in the fee proposal.
