The North Carolina Community College System Office (NCCCSO) is seeking a qualified vendor to design, implement, and manage a statewide virtual Workforce Diploma Program for adult learners who lack a high‑school credential. The vendor will provide full instructional delivery, student support services, technology platform hosting, data integration with state systems, security compliance (GovRAMP/FedRAMP), and ongoing program administration for an initial one‑year term with possible two‑year extensions. The contract is a Definite Quantity, closed‑ended agreement valued for a one‑year period, with a $270‑day offer validity and a $2 M‑$5 M anticipated budget.
• Administer virtual adult high‑school diploma curriculum across 58 NC community colleges
• Provide academic assessments, individualized learning plans, tutoring, remediation, career advising, and credential preparation
• Deliver a secure, GovRAMP‑Ready cloud‑based platform integrated with the State’s Title II Data Management System
• Meet rigorous data‑classification, accessibility (WCAG 2.1, Section 508), and disaster‑recovery requirements
• Submit a detailed solution roadmap, architecture diagrams, and cost breakdown (one‑time and recurring)
