Technical support and specialized infrastructure services in support of the Air Upstate drone program

SUNY Upstate Medical University (“Upstate”) intends to make an award under its discretionary purchasing authority pursuant to NYS Education Law §355(5)(a), for an amount not to exceed $125,000, to provide technical support and specialized infrastructure services in support of the Air Upstate drone program. A sealed bid will not be held. Vendors interested in providing a proposal for the above services must contact the designated campus contact listed in this advertisement within fifteen (15) business days of the date of this notice. These services are necessary to support Beyond Visual Line of Sight (BVLOS) drone operations which are critical to advancing Air Upstate’s mission of deploying innovative drone technology for healthcare delivery, clinical research, and emergency response. Scope of Work The selected provider will supply access to an FAA-accepted multi-sensor network and associated operational infrastructure, including: Integrated radar and radio frequency (RF) detection systems Real-time data integration to support detect-and-avoid (DAA) capabilities Access to operational airspace coordination infrastructure supporting BVLOS operations Technical and regulatory support to maintain FAA compliance for healthcare delivery and emergency response missions Vendor Requirements The vendor must demonstrate existing infrastructure and FAA-accepted systems currently operational in Central New York. The vendor must be authorized to do business in New York State. This procurement is subject to NYS Finance Law (“SFL”) §§139j&k, also known as the Lobbying Law, therefore, vendors are cautioned that the only permissible contact for this procurement is the individual(s) listed below.
